You're missing something very key here. Most people have a car for the exact reason that they dislike public transportation. It's not about the cost for some people, it's really about their likes and dislikes. And although it does make sense that taxes on road maintenance and things like that would decrease, the taxes to build the monorails would have to be put into effect first, meaning they would go up before they went down again. And with how long it would take to build an electric monorail, those high taxes for an extended period of time would deter most people.

All of the people in the world with all the money literally own the system. They are catered to, babied, and fawned over. Even if Ryan was to become Emperor, he would easily be taken out and replaced. The title of Emperor itself gives the idea of assassination because it's not an elected position like President or Treasurer. If he just takes over, he can easily be taken out. Best part is, no one would care.

Wind energy is very economically competetive, especially consider America is called the "Saudi Arabia of wind power". Wind is an inexhaustible, infinitely renewable resource. The cost of building wind turbines, and the cost of transporting electricity efficiently, has been going down at a pretty reasonable pace. What evidence is there that wind power is not economically viable? Why are companies like MidAmerican Energy building so many wind turbines then? The evidence points to the fact that wind power is becoming the most economically sound choice for energy. I think we should speed up this conversion to wind power with additional capital investment.
